近(jin)日,海南(nan)省(sheng)人民政府印發《海南(nan)省(sheng)“十四(si)五”節能減(jian)排綜合工作方案(an)》,其中提到:

海南省“十四五”節能減排綜合工作方案

為深(shen)入貫徹落實黨中(zhong)央、國務院重大戰略決策部署,大力推動(dong)節(jie)能(neng)減(jian)排,建立健(jian)全具有海(hai)南特(te)色(se)的(de)綠色(se)低碳(tan)循(xun)環發展經濟體系,助力實現碳(tan)達峰碳(tan)中(zhong)和(he)目標(biao),根據(ju)《國務院關(guan)于(yu)印發“十(shi)四(si)五”節(jie)能(neng)減(jian)排綜合(he)工作方案的(de)通知》(國發〔2021〕33號)精(jing)神,結(jie)合(he)我省(sheng)實際,制定本方案。

一、總體要求

以習(xi)(xi)近平(ping)新時代(dai)中(zhong)國特色社會主義思(si)想為(wei)指導,全面(mian)貫(guan)(guan)徹(che)黨的(de)二十大精神,深入貫(guan)(guan)徹(che)習(xi)(xi)近平(ping)生態文明思(si)想,貫(guan)(guan)徹(che)落實習(xi)(xi)近平(ping)總(zong)書(shu)記(ji)關(guan)于海南工(gong)作(zuo)的(de)系列重要講話和指示批示精神,立足新發(fa)(fa)展階(jie)段,完整、準(zhun)確(que)、全面(mian)貫(guan)(guan)徹(che)新發(fa)(fa)展理念,構建(jian)新發(fa)(fa)展格局,推動高質量(liang)發(fa)(fa)展,圍繞海南自由貿易港建(jian)設“三區一中(zhong)心”戰略定位,錨定發(fa)(fa)展和生態底線,實施節(jie)能減(jian)排(pai)重點工(gong)程,健(jian)全節(jie)能減(jian)排(pai)政策機制,強化節(jie)能降碳(tan)減(jian)污協同增效(xiao),全面(mian)提(ti)升能源(yuan)資源(yuan)利(li)用(yong)效(xiao)率和產(chan)出(chu)效(xiao)益,實現生態環境質量(liang)持續(xu)改善,確(que)保完成“十四五(wu)”節(jie)能減(jian)排(pai)目(mu)(mu)標,為(wei)實現碳(tan)達峰碳(tan)中(zhong)和目(mu)(mu)標奠(dian)定堅實基礎。

二、主要目標

到2025年,全省萬(wan)元國(guo)內生產(chan)總值能(neng)耗比2020年下(xia)降13%,能(neng)源消費(fei)總量(liang)得(de)到合理控制(zhi),化(hua)學需(xu)氧(yang)(yang)量(liang)、氨(an)氮(dan)(dan)、氮(dan)(dan)氧(yang)(yang)化(hua)物、揮發(fa)性有機物等(deng)主要(yao)污染物重點工(gong)程減排量(liang)達(da)到1.83萬(wan)噸(dun)(dun)、0.13萬(wan)噸(dun)(dun)、0.4萬(wan)噸(dun)(dun)和(he)0.13萬(wan)噸(dun)(dun)。節能(neng)減排政(zheng)策機制(zhi)更(geng)加健全,重點行業(ye)能(neng)源利用(yong)效率和(he)主要(yao)污染物排放控制(zhi)水(shui)平(ping)基本達(da)到國(guo)際先進水(shui)平(ping),經濟社會(hui)發(fa)展綠(lv)色轉型取得(de)顯著成效。

三、實施節能減排重點工程

(一)重點行業綠色升級工程。

加(jia)強節(jie)能(neng)減排(pai)技(ji)(ji)(ji)術(shu)創新(xin)和(he)推(tui)(tui)廣(guang)應(ying)用(yong),推(tui)(tui)動(dong)一(yi)(yi)批節(jie)能(neng)降(jiang)(jiang)碳(tan)技(ji)(ji)(ji)術(shu)產業(ye)(ye)(ye)(ye)(ye)化(hua)(hua)應(ying)用(yong)示范工(gong)(gong)程盡快落地。在石油(you)化(hua)(hua)工(gong)(gong)、生物(wu)醫藥、建(jian)材等(deng)領域開(kai)展(zhan)(zhan)綠(lv)色(se)(se)工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)設(she)計試點(dian)(dian)(dian),探索(suo)構建(jian)綠(lv)色(se)(se)產業(ye)(ye)(ye)(ye)(ye)鏈。支持(chi)農(nong)副(fu)產品加(jia)工(gong)(gong)、食品加(jia)工(gong)(gong)、醫藥等(deng)產業(ye)(ye)(ye)(ye)(ye)實(shi)施(shi)綠(lv)色(se)(se)升(sheng)級(ji)改造(zao),鼓(gu)勵建(jian)設(she)綠(lv)色(se)(se)工(gong)(gong)廠。實(shi)施(shi)重點(dian)(dian)(dian)用(yong)能(neng)單(dan)位限期節(jie)能(neng)降(jiang)(jiang)碳(tan)提升(sheng)改造(zao)機制,在煉油(you)、乙烯、水泥、平(ping)板玻璃、化(hua)(hua)肥等(deng)重點(dian)(dian)(dian)行業(ye)(ye)(ye)(ye)(ye)和(he)數(shu)據(ju)中心實(shi)施(shi)節(jie)能(neng)降(jiang)(jiang)碳(tan)技(ji)(ji)(ji)術(shu)改造(zao)行動(dong)。到2025年,全(quan)省(sheng)重點(dian)(dian)(dian)領域達到能(neng)效(xiao)標桿水平(ping)的企業(ye)(ye)(ye)(ye)(ye)數(shu)量比例(li)超過(guo)30%。推(tui)(tui)動(dong)開(kai)展(zhan)(zhan)清潔生產改造(zao),鼓(gu)勵推(tui)(tui)進清潔生產評價認(ren)證(zheng)機制,具備條件的企業(ye)(ye)(ye)(ye)(ye)通過(guo)清潔生產改造(zao)力爭(zheng)全(quan)部達到2級(ji)清潔生產水平(ping)。推(tui)(tui)動(dong)生活(huo)垃圾焚燒發電(dian)廠、建(jian)材行業(ye)(ye)(ye)(ye)(ye)、工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)鍋(guo)爐(lu)等(deng)行業(ye)(ye)(ye)(ye)(ye)大(da)氣(qi)污染物(wu)排(pai)放提標改造(zao)。引導支持(chi)企業(ye)(ye)(ye)(ye)(ye)主動(dong)調整結構、技(ji)(ji)(ji)術(shu)升(sheng)級(ji),燃煤機組、燃煤鍋(guo)爐(lu)實(shi)現超低(di)排(pai)放,燃氣(qi)鍋(guo)爐(lu)推(tui)(tui)行低(di)氮燃燒改造(zao)。強化(hua)(hua)新(xin)一(yi)(yi)代數(shu)字基(ji)礎設(she)施(shi)節(jie)能(neng)管理,推(tui)(tui)廣(guang)高效(xiao)制冷技(ji)(ji)(ji)術(shu)、先進通風技(ji)(ji)(ji)術(shu)、余熱利用(yong)技(ji)(ji)(ji)術(shu)、能(neng)耗管理系統等(deng)。“十(shi)四(si)五(wu)”時期,規(gui)模以上(shang)工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)單(dan)位增加(jia)值能(neng)耗下(xia)降(jiang)(jiang)13.5%,萬(wan)元(yuan)工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)增加(jia)值用(yong)水量下(xia)降(jiang)(jiang)12%;新(xin)建(jian)大(da)型、超大(da)型數(shu)據(ju)中心電(dian)能(neng)利用(yong)效(xiao)率優于1.3。(省(sheng)工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)和(he)信息化(hua)(hua)廳、省(sheng)發展(zhan)(zhan)改革委、省(sheng)生態環境(jing)廳、省(sheng)市場監管局、省(sheng)科技(ji)(ji)(ji)廳按職責分工(gong)(gong)負責)

(二)園區節能環保提升工程。

實施(shi)園(yuan)(yuan)區(qu)(qu)(qu)(qu)循環(huan)化(hua)改(gai)(gai)造工(gong)程,各園(yuan)(yuan)區(qu)(qu)(qu)(qu)在一年(nian)內盡(jin)快編制循環(huan)化(hua)改(gai)(gai)造實施(shi)方(fang)案(an)。預計到2025年(nian),洋浦經(jing)(jing)濟(ji)(ji)開(kai)(kai)(kai)(kai)發區(qu)(qu)(qu)(qu)、海口國家高(gao)新(xin)技術產業(ye)開(kai)(kai)(kai)(kai)發區(qu)(qu)(qu)(qu)、老城(cheng)經(jing)(jing)濟(ji)(ji)開(kai)(kai)(kai)(kai)發區(qu)(qu)(qu)(qu)、東方(fang)臨(lin)港(gang)產業(ye)園(yuan)(yuan)區(qu)(qu)(qu)(qu)、昌江(jiang)清潔(jie)(jie)能(neng)源(yuan)高(gao)新(xin)技術產業(ye)園(yuan)(yuan)完成循環(huan)化(hua)改(gai)(gai)造工(gong)作。引導企業(ye)向園(yuan)(yuan)區(qu)(qu)(qu)(qu)集(ji)聚,推(tui)動(dong)(dong)園(yuan)(yuan)區(qu)(qu)(qu)(qu)能(neng)源(yuan)系(xi)統整體(ti)優化(hua),鼓勵企業(ye)、園(yuan)(yuan)區(qu)(qu)(qu)(qu)優先利用(yong)可(ke)再生能(neng)源(yuan),因(yin)地制宜建設(she)(she)電(dian)、熱(re)、冷(leng)、氣(qi)等(deng)多種能(neng)源(yuan)協(xie)同(tong)互濟(ji)(ji)的綜(zong)合能(neng)源(yuan)項目,淘汰集(ji)中(zhong)供熱(re)范(fan)圍(wei)內的分(fen)散供熱(re)鍋(guo)爐。以省級園(yuan)(yuan)區(qu)(qu)(qu)(qu)為重(zhong)點,開(kai)(kai)(kai)(kai)展產業(ye)園(yuan)(yuan)區(qu)(qu)(qu)(qu)綜(zong)合能(neng)效(xiao)提(ti)升行動(dong)(dong)。建設(she)(she)工(gong)業(ye)園(yuan)(yuan)區(qu)(qu)(qu)(qu)污(wu)水(shui)(shui)集(ji)中(zhong)處理設(she)(she)施(shi),污(wu)水(shui)(shui)收集(ji)管網與園(yuan)(yuan)區(qu)(qu)(qu)(qu)集(ji)中(zhong)式(shi)污(wu)水(shui)(shui)處理廠同(tong)步建設(she)(she),做(zuo)好“清污(wu)分(fen)流、雨污(wu)分(fen)流”。全(quan)面開(kai)(kai)(kai)(kai)展清潔(jie)(jie)生產審核(he),鼓勵重(zhong)點園(yuan)(yuan)區(qu)(qu)(qu)(qu)探索(suo)多污(wu)染物與溫室(shi)氣(qi)體(ti)減(jian)排協(xie)同(tong)創新(xin)示范(fan),推(tui)動(dong)(dong)洋浦經(jing)(jing)濟(ji)(ji)開(kai)(kai)(kai)(kai)發區(qu)(qu)(qu)(qu)、東方(fang)臨(lin)港(gang)產業(ye)園(yuan)(yuan)等(deng)重(zhong)點園(yuan)(yuan)區(qu)(qu)(qu)(qu)達到國內清潔(jie)(jie)生產與減(jian)污(wu)降碳(tan)領先水(shui)(shui)平。(牽頭單位:省發展改(gai)(gai)革委;配(pei)合單位:省工(gong)業(ye)和(he)信息化(hua)廳、省生態(tai)環(huan)境廳等(deng))

(三)城鎮綠色節能改造工程。

優化(hua)城(cheng)市(shi)(shi)(shi)發(fa)展空(kong)(kong)間,在(zai)有條件的(de)地區探索(suo)形成空(kong)(kong)間資(zi)源高(gao)度“循環利(li)(li)用(yong)(yong)”的(de)“海南模式”,打造熱帶濱海島(dao)嶼特色(se)(se)(se)的(de)綠(lv)(lv)色(se)(se)(se)低碳發(fa)展道(dao)路,推動低碳城(cheng)市(shi)(shi)(shi)、韌性(xing)城(cheng)市(shi)(shi)(shi)、海綿城(cheng)市(shi)(shi)(shi)、“無廢城(cheng)市(shi)(shi)(shi)”建(jian)設(she)。大力發(fa)展具(ju)有海南熱帶島(dao)嶼特色(se)(se)(se)的(de)綠(lv)(lv)色(se)(se)(se)建(jian)筑(zhu)(zhu),加快發(fa)展超(chao)低能(neng)耗(hao)建(jian)筑(zhu)(zhu),積極推進(jin)既有建(jian)筑(zhu)(zhu)節(jie)能(neng)改(gai)造、建(jian)筑(zhu)(zhu)光伏一體化(hua)建(jian)設(she),提(ti)升綠(lv)(lv)色(se)(se)(se)建(jian)材(cai)推廣(guang)應用(yong)(yong)水平和建(jian)筑(zhu)(zhu)垃圾資(zi)源化(hua)利(li)(li)用(yong)(yong)率。到2025年(nian),城(cheng)鎮新建(jian)建(jian)筑(zhu)(zhu)全面執行綠(lv)(lv)色(se)(se)(se)建(jian)筑(zhu)(zhu)標準,星級綠(lv)(lv)色(se)(se)(se)建(jian)筑(zhu)(zhu)占比(bi)達到30%以上。以建(jian)筑(zhu)(zhu)中央空(kong)(kong)調、數據中心(xin)、商務(wu)產業(ye)園區、冷(leng)鏈物流等(deng)為重點(dian),實施綠(lv)(lv)色(se)(se)(se)高(gao)效(xiao)制冷(leng)行動。實施公(gong)共供水管網(wang)漏損治理(li)工程。進(jin)一步(bu)完善企業(ye)能(neng)源管理(li)體系(xi),加快淘汰老舊高(gao)耗(hao)能(neng)設(she)備,推進(jin)制冷(leng)、供熱、照(zhao)明系(xi)統節(jie)能(neng)改(gai)造升級。(牽頭單(dan)位(wei):各市(shi)(shi)(shi)縣政(zheng)府;配合(he)單(dan)位(wei):省住房城(cheng)鄉建(jian)設(she)廳、省發(fa)展改(gai)革(ge)委、省工業(ye)和信息化(hua)廳、省市(shi)(shi)(shi)場監管局(ju)、省水務(wu)廳、省機關(guan)事務(wu)管理(li)局(ju)等(deng))

(四)交通物流節能減排工程。

開(kai)展(zhan)(zhan)清(qing)潔(jie)柴油車(che)(che)(che)行(xing)動(dong)(dong),嚴格落(luo)實營運(yun)重(zhong)型(xing)柴油車(che)(che)(che)燃料(liao)消耗(hao)(hao)量(liang)達標(biao)核查。推(tui)(tui)(tui)廣(guang)新能(neng)(neng)源(yuan)(yuan)(yuan)汽車(che)(che)(che),加(jia)快(kuai)交(jiao)(jiao)通(tong)電(dian)氣(qi)化進(jin)程,建(jian)設(she)(she)(she)世界新能(neng)(neng)源(yuan)(yuan)(yuan)汽車(che)(che)(che)體驗中心。開(kai)展(zhan)(zhan)新能(neng)(neng)源(yuan)(yuan)(yuan)汽車(che)(che)(che)換電(dian)模式(shi)試點,鼓勵在礦山(shan)、港口、園區(qu)等(deng)場景(jing)的(de)示范(fan)應(ying)用(yong)(yong),加(jia)快(kuai)中重(zhong)型(xing)車(che)(che)(che)輛(liang)電(dian)動(dong)(dong)化進(jin)程。到2025年(nian)(nian),公(gong)共服務(wu)(wu)領域和(he)社會(hui)運(yun)營領域新增和(he)更換車(che)(che)(che)輛(liang)使用(yong)(yong)清(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)比例達100%。加(jia)快(kuai)新能(neng)(neng)源(yuan)(yuan)(yuan)和(he)清(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)在船(chuan)舶領域的(de)應(ying)用(yong)(yong),推(tui)(tui)(tui)進(jin)船(chuan)舶“油改(gai)氣(qi)”,提高(gao)船(chuan)舶新能(neng)(neng)源(yuan)(yuan)(yuan)使用(yong)(yong)比例。推(tui)(tui)(tui)進(jin)港口岸(an)電(dian)設(she)(she)(she)施(shi)和(he)船(chuan)舶受電(dian)設(she)(she)(she)施(shi)安(an)(an)裝(zhuang)(zhuang)、匹(pi)配改(gai)造(zao),到2025年(nian)(nian),全省(sheng)(sheng)港口岸(an)電(dian)設(she)(she)(she)施(shi)覆蓋率(lv)達100%。積極(ji)推(tui)(tui)(tui)進(jin)航(hang)空(kong)生(sheng)物(wu)燃料(liao)的(de)應(ying)用(yong)(yong),不斷提高(gao)清(qing)潔(jie)能(neng)(neng)源(yuan)(yuan)(yuan)在機場能(neng)(neng)耗(hao)(hao)中的(de)占比,降低貨物(wu)運(yun)輸(shu)空(kong)載率(lv)。積極(ji)運(yun)用(yong)(yong)大(da)數(shu)據優化運(yun)輸(shu)結構,因(yin)地制宜推(tui)(tui)(tui)動(dong)(dong)公(gong)鐵(tie)、公(gong)水、空(kong)陸等(deng)形式(shi)多樣的(de)多式(shi)聯運(yun)發展(zhan)(zhan)。大(da)力發展(zhan)(zhan)共享交(jiao)(jiao)通(tong),推(tui)(tui)(tui)動(dong)(dong)汽車(che)(che)(che)租賃業(ye)發展(zhan)(zhan),完善城市(shi)步(bu)行(xing)和(he)非(fei)機動(dong)(dong)車(che)(che)(che)慢行(xing)交(jiao)(jiao)通(tong)系統。到2025年(nian)(nian)底,力爭全省(sheng)(sheng)新能(neng)(neng)源(yuan)(yuan)(yuan)汽車(che)(che)(che)保有(you)量(liang)達50萬輛(liang),新能(neng)(neng)源(yuan)(yuan)(yuan)汽車(che)(che)(che)保有(you)量(liang)占全省(sheng)(sheng)汽車(che)(che)(che)保有(you)量(liang)的(de)20%,營運(yun)交(jiao)(jiao)通(tong)工具(ju)換算周(zhou)轉量(liang)碳(tan)排放(fang)強度較2020年(nian)(nian)下降6%左右,交(jiao)(jiao)通(tong)運(yun)輸(shu)碳(tan)排放(fang)增長控制在合理區(qu)間。全面(mian)推(tui)(tui)(tui)廣(guang)綠(lv)色快(kuai)遞(di)包裝(zhuang)(zhuang),引導電(dian)商企業(ye)、郵政(zheng)快(kuai)遞(di)企業(ye)選(xuan)購(gou)使用(yong)(yong)獲得綠(lv)色認證的(de)快(kuai)遞(di)包裝(zhuang)(zhuang)產品。加(jia)快(kuai)綠(lv)色倉(cang)儲(chu)建(jian)設(she)(she)(she),推(tui)(tui)(tui)廣(guang)應(ying)用(yong)(yong)標(biao)準化物(wu)流周(zhou)轉箱,打(da)造(zao)高(gao)效節能(neng)(neng)冷鏈(lian)物(wu)流體系,鼓勵建(jian)設(she)(she)(she)綠(lv)色物(wu)流園區(qu)。(省(sheng)(sheng)交(jiao)(jiao)通(tong)運(yun)輸(shu)廳(ting)(ting)、省(sheng)(sheng)發展(zhan)(zhan)改(gai)革委(wei)、省(sheng)(sheng)住房城鄉建(jian)設(she)(she)(she)廳(ting)(ting)、省(sheng)(sheng)財政(zheng)廳(ting)(ting)、省(sheng)(sheng)商務(wu)(wu)廳(ting)(ting)、省(sheng)(sheng)公(gong)安(an)(an)廳(ting)(ting)、省(sheng)(sheng)生(sheng)態環境廳(ting)(ting)、省(sheng)(sheng)工業(ye)和(he)信(xin)息(xi)化廳(ting)(ting)、民(min)航(hang)海南(nan)安(an)(an)全監管局(ju)、民(min)航(hang)三亞安(an)(an)全監管局(ju)、海南(nan)海事局(ju)按職責分(fen)工負責)

抓好煤(mei)(mei)(mei)(mei)炭(tan)清潔高(gao)效利(li)用,推進(jin)存量煤(mei)(mei)(mei)(mei)電機組節煤(mei)(mei)(mei)(mei)降耗改(gai)造(zao)、供(gong)熱(re)改(gai)造(zao)、靈(ling)活(huo)性改(gai)造(zao)“三改(gai)聯動(dong)”。推廣大(da)型燃煤(mei)(mei)(mei)(mei)電廠熱(re)電聯產(chan)改(gai)造(zao),充分(fen)挖(wa)掘供(gong)熱(re)潛力,加(jia)大(da)產(chan)業結構(gou)調整(zheng)力度,在建材等重(zhong)點行業推進(jin)煤(mei)(mei)(mei)(mei)炭(tan)清潔化改(gai)造(zao),探索煤(mei)(mei)(mei)(mei)改(gai)氣,推進(jin)以工(gong)業余熱(re)、電廠余熱(re)、清潔電力和(he)天然氣替代,通(tong)過集中供(gong)熱(re)、能源綜合利(li)用等途(tu)徑,大(da)力推進(jin)散煤(mei)(mei)(mei)(mei)治理,全面(mian)淘汰分(fen)散燃煤(mei)(mei)(mei)(mei)小鍋爐(lu)。(牽頭單位:省發展改(gai)革委;配合單位:省工(gong)業和(he)信息化廳、省市場監管局等)

(八)揮發性有機物綜合整治工程。

推(tui)進原輔材料(liao)和產(chan)品(pin)源(yuan)頭(tou)替代工程。嚴格(ge)控(kong)制(zhi)生(sheng)產(chan)和使(shi)(shi)用(yong)(yong)高(gao)VOCs含量建(jian)設項目(mu)(mu),加快推(tui)動現(xian)有項目(mu)(mu)產(chan)品(pin)升(sheng)級轉型(xing)(xing),提高(gao)水性(xing)、高(gao)固體(ti)分、無(wu)溶(rong)劑(ji)(ji)、粉末等低VOCs含量產(chan)品(pin)的比重。實(shi)施揮(hui)發性(xing)有機物全過(guo)程污染治理(li)(li)。對VOCs物料(liao)儲(chu)存、轉移和輸送、設備與管線組(zu)件(jian)泄漏、敞開(kai)液面逸散、工藝過(guo)程以(yi)及廢(fei)氣(qi)收集處(chu)理(li)(li)系(xi)統(tong)等環節無(wu)組(zu)織(zhi)(zhi)排(pai)放實(shi)施管控(kong)。全面排(pai)查清理(li)(li)涉VOCs排(pai)放廢(fei)氣(qi)旁路,因(yin)安全生(sheng)產(chan)等原因(yin)必須保留的,要加強(qiang)監管監控(kong)。實(shi)施儲(chu)罐(guan)綜合治理(li)(li),按照VOCs無(wu)組(zu)織(zhi)(zhi)排(pai)放控(kong)制(zhi)標準(zhun)(zhun)及相關行(xing)業(ye)排(pai)放標準(zhun)(zhun)要求進行(xing)罐(guan)型(xing)(xing)和浮盤(pan)邊緣密封(feng)方式(shi)選(xuan)型(xing)(xing)。鼓勵(li)使(shi)(shi)用(yong)(yong)低泄漏的儲(chu)罐(guan)呼吸閥(fa)、緊急泄壓閥(fa),定期開(kai)展儲(chu)罐(guan)部件(jian)密封(feng)性(xing)檢測。到2025年底前(qian),溶(rong)劑(ji)(ji)型(xing)(xing)工業(ye)涂料(liao)、溶(rong)劑(ji)(ji)型(xing)(xing)油墨使(shi)(shi)用(yong)(yong)比例分別降低20個(ge)百(bai)分點(dian)和15個(ge)百(bai)分點(dian),溶(rong)劑(ji)(ji)型(xing)(xing)膠粘劑(ji)(ji)使(shi)(shi)用(yong)(yong)量下降20%。(牽(qian)頭(tou)單位(wei):省生(sheng)態環境廳(ting);配合單位(wei):省工業(ye)和信息化廳(ting)、省市(shi)場監管局等)

系統(tong)推進(jin)“六水共治”攻堅戰,加快構建集(ji)(ji)污(wu)(wu)(wu)(wu)水、垃(la)圾(ji)、固(gu)體(ti)(ti)廢(fei)物(wu)(wu)、危險廢(fei)物(wu)(wu)、醫療廢(fei)物(wu)(wu)處(chu)(chu)理(li)處(chu)(chu)置(zhi)設(she)(she)(she)施(shi)和(he)監(jian)測(ce)監(jian)管(guan)能(neng)(neng)力于(yu)一(yi)體(ti)(ti)的基礎設(she)(she)(she)施(shi)體(ti)(ti)系。推進(jin)污(wu)(wu)(wu)(wu)水收集(ji)(ji)管(guan)網建設(she)(she)(she),持(chi)續提升生活污(wu)(wu)(wu)(wu)水收集(ji)(ji)效能(neng)(neng)。到(dao)(dao)(dao)2023年(nian)(nian),消除城(cheng)市黑(hei)臭水體(ti)(ti);到(dao)(dao)(dao)2024年(nian)(nian),剿滅(mie)劣V類(lei)水體(ti)(ti);到(dao)(dao)(dao)2025年(nian)(nian),新增城(cheng)鎮污(wu)(wu)(wu)(wu)水處(chu)(chu)理(li)能(neng)(neng)力38.6萬立方米/日(ri),城(cheng)市污(wu)(wu)(wu)(wu)水處(chu)(chu)理(li)率(lv)(lv)達98%,城(cheng)市污(wu)(wu)(wu)(wu)泥無害(hai)化處(chu)(chu)置(zhi)率(lv)(lv)達到(dao)(dao)(dao)90%。持(chi)續推進(jin)生活垃(la)圾(ji)焚燒處(chu)(chu)理(li)設(she)(she)(she)施(shi)建設(she)(she)(she),到(dao)(dao)(dao)2025年(nian)(nian),城(cheng)鄉生活垃(la)圾(ji)無害(hai)化處(chu)(chu)理(li)率(lv)(lv)達95%,焚燒處(chu)(chu)理(li)能(neng)(neng)力達11575噸/日(ri),實現全(quan)(quan)省新增生活垃(la)圾(ji)全(quan)(quan)焚燒。加快推進(jin)在昌江、洋浦等(deng)區域(yu)新建或擴建危險廢(fei)物(wu)(wu)處(chu)(chu)置(zhi)、水泥窯協同(tong)處(chu)(chu)置(zhi)設(she)(she)(she)施(shi)等(deng)。加強固(gu)體(ti)(ti)廢(fei)物(wu)(wu)監(jian)管(guan)和(he)綜合利(li)用(yong),預計到(dao)(dao)(dao)2025年(nian)(nian),新增大宗固(gu)體(ti)(ti)廢(fei)物(wu)(wu)綜合利(li)用(yong)率(lv)(lv)達 60%以(yi)上。推進(jin)塑料污(wu)(wu)(wu)(wu)染全(quan)(quan)鏈條(tiao)治理(li)。(牽頭單位:省發展(zhan)改(gai)革委;配合單位:省工業(ye)和(he)信息化廳(ting)(ting)、省住房(fang)城(cheng)鄉建設(she)(she)(she)廳(ting)(ting)、省水務廳(ting)(ting)、省生態環境廳(ting)(ting)等(deng))

四、健全節能減排政策機制

(一)優化完善能耗雙控制度。

堅持(chi)節(jie)能(neng)(neng)(neng)優先,強(qiang)(qiang)化能(neng)(neng)(neng)耗(hao)(hao)(hao)強(qiang)(qiang)度降低約束性指標(biao)(biao)管理(li),有效增強(qiang)(qiang)能(neng)(neng)(neng)源消費總量管理(li)彈性。加強(qiang)(qiang)能(neng)(neng)(neng)耗(hao)(hao)(hao)雙控(kong)政策與(yu)碳達峰碳中和(he)目(mu)(mu)標(biao)(biao)任務的銜接,以能(neng)(neng)(neng)源產出率為重要依據(ju)合理(li)確定各(ge)市縣能(neng)(neng)(neng)耗(hao)(hao)(hao)強(qiang)(qiang)度降低目(mu)(mu)標(biao)(biao)。制定全(quan)省(sheng)考(kao)核方案,依照有關規定對各(ge)市縣節(jie)能(neng)(neng)(neng)措施(shi)和(he)能(neng)(neng)(neng)耗(hao)(hao)(hao)強(qiang)(qiang)度下降目(mu)(mu)標(biao)(biao)完(wan)成(cheng)情況實施(shi)年(nian)度評價(jia)、中期(qi)評估和(he)五年(nian)考(kao)核。各(ge)市縣根據(ju)本地(di)區(qu)生產總值增速目(mu)(mu)標(biao)(biao)和(he)能(neng)(neng)(neng)耗(hao)(hao)(hao)強(qiang)(qiang)度下降目(mu)(mu)標(biao)(biao)科學合理(li)安排本地(di)區(qu)項目(mu)(mu)用能(neng)(neng)(neng)。原料用能(neng)(neng)(neng)不納入全(quan)省(sheng)能(neng)(neng)(neng)耗(hao)(hao)(hao)雙控(kong)考(kao)核。(牽頭單位:省(sheng)發展改(gai)革(ge)委;配合單位:省(sheng)工(gong)業和(he)信息化廳(ting)、省(sheng)生態(tai)環境廳(ting)、省(sheng)統(tong)計(ji)局等(deng))

(二)健全污染物排放總量控制制度。

推動能(neng)(neng)(neng)耗預算(suan)引導(dao)各地、重點用(yong)能(neng)(neng)(neng)單位規范、有序、合理(li)用(yong)能(neng)(neng)(neng)。建(jian)立省(sheng)、市縣二級能(neng)(neng)(neng)耗雙控分級預算(suan)管理(li)機制(zhi),每年(nian)定期對全省(sheng)5000噸及(ji)以上用(yong)能(neng)(neng)(neng)項目(mu)(mu)安排(pai)進(jin)行調(diao)度和(he)排(pai)序,對完成目(mu)(mu)標存在(zai)困難(nan)的市縣加強工(gong)作(zuo)指導(dao)。編制(zhi)用(yong)能(neng)(neng)(neng)預算(suan)管理(li)方(fang)案(an),將能(neng)(neng)(neng)源要素優先保障居民生活(huo)、現代服務業(ye)(ye)、高新技術產(chan)業(ye)(ye)和(he)先進(jin)制(zhi)造業(ye)(ye)。落實(shi)用(yong)能(neng)(neng)(neng)精(jing)細化管理(li),年(nian)綜(zong)合能(neng)(neng)(neng)源消費量超過1000噸標準煤的用(yong)能(neng)(neng)(neng)單位和(he)在(zai)建(jian)、擬建(jian)固(gu)定資產(chan)投(tou)資項目(mu)(mu)納入預算(suan)管理(li)范圍。各市縣編制(zhi)本地區“十四五”、年(nian)度能(neng)(neng)(neng)耗總量平衡(heng)預算(suan)表,具體包括(kuo)用(yong)能(neng)(neng)(neng)預算(suan)供給表、用(yong)能(neng)(neng)(neng)預算(suan)支出冊等。(牽(qian)頭單位:省(sheng)發(fa)展(zhan)改革(ge)委;配合單位:省(sheng)用(yong)能(neng)(neng)(neng)專班成員單位等)

(四)堅決遏制高耗能高排放低水平項目盲目發展。

對在(zai)建、擬建、建成的“兩高(gao)(gao)(gao)(gao)”項(xiang)目(mu)持續(xu)開展評估(gu)檢查,推(tui)(tui)行“兩高(gao)(gao)(gao)(gao)一低”項(xiang)目(mu)動(dong)態清(qing)單(dan)管(guan)理,將(jiang)項(xiang)目(mu)管(guan)理要(yao)求深(shen)度融入(ru)項(xiang)目(mu)招(zhao)商、審(shen)批環節,嚴把項(xiang)目(mu)準入(ru)關口,積極(ji)推(tui)(tui)動(dong)重(zhong)點行業(ye)建設項(xiang)目(mu)碳排放環境(jing)影(ying)響評價(jia)試(shi)點,明(ming)確(que)處(chu)置意見,堅決拿下不(bu)符合要(yao)求的“兩高(gao)(gao)(gao)(gao)”項(xiang)目(mu)。加強對“兩高(gao)(gao)(gao)(gao)”項(xiang)目(mu)節能(neng)(neng)審(shen)查、環境(jing)影(ying)響評價(jia)審(shen)批程序(xu)和結(jie)果執行的監督評估(gu),對審(shen)批能(neng)(neng)力(li)不(bu)適(shi)應(ying)的依(yi)法(fa)依(yi)規(gui)調整(zheng)上收(shou)審(shen)批權。對年綜合能(neng)(neng)耗5000噸標準煤及(ji)以上的“兩高(gao)(gao)(gao)(gao)”項(xiang)目(mu)加強工(gong)作指導(dao)。完善“兩高(gao)(gao)(gao)(gao)一低”項(xiang)目(mu)融資政策(ce),對不(bu)符合國家要(yao)求的“兩高(gao)(gao)(gao)(gao)一低”項(xiang)目(mu)不(bu)予貸(dai)款,已經(jing)貸(dai)款的應(ying)及(ji)時清(qing)收(shou)。(牽頭單(dan)位:省(sheng)發展改革委;配(pei)合單(dan)位:省(sheng)工(gong)業(ye)和信息化廳(ting)、省(sheng)生態環境(jing)廳(ting)等)

嚴格落實《中華人民共和(he)國(guo)海南自(zi)由貿易港法(fa)(fa)(fa)》配(pei)套(tao)生態(tai)環(huan)(huan)境(jing)(jing)保(bao)護(hu)法(fa)(fa)(fa)規(gui),加強生態(tai)環(huan)(huan)境(jing)(jing)保(bao)護(hu)領域(yu)立法(fa)(fa)(fa),“十(shi)四(si)五(wu)”期間,擬(ni)制定(ding)土壤污(wu)(wu)染防(fang)(fang)治、低(di)碳發展等方面相關法(fa)(fa)(fa)規(gui)。完(wan)善并(bing)拓展海南省(sheng)國(guo)家生態(tai)文明試驗區生態(tai)環(huan)(huan)境(jing)(jing)標(biao)(biao)(biao)準(zhun)(zhun)體系,積極構建碳減排(pai)量(liang)評估與(yu)績效(xiao)評價標(biao)(biao)(biao)準(zhun)(zhun)、重(zhong)點(dian)行(xing)業碳排(pai)放標(biao)(biao)(biao)準(zhun)(zhun)、低(di)碳試點(dian)示范建設標(biao)(biao)(biao)準(zhun)(zhun)等。完(wan)善并(bing)落實能(neng)效(xiao)、水(shui)效(xiao)等“領跑(pao)者”制度。貫徹落實國(guo)家節能(neng)環(huan)(huan)保(bao)法(fa)(fa)(fa)律法(fa)(fa)(fa)規(gui)規(gui)章(zhang),嚴格執(zhi)行(xing)國(guo)家強制性單位產(chan)(chan)品能(neng)耗(hao)限額標(biao)(biao)(biao)準(zhun)(zhun)和(he)污(wu)(wu)染物排(pai)放標(biao)(biao)(biao)準(zhun)(zhun)。完(wan)善固定(ding)資產(chan)(chan)投資項目節能(neng)審查、電力需(xu)求側管(guan)理(li)、非(fei)道路移動機械污(wu)(wu)染防(fang)(fang)治管(guan)理(li)等辦法(fa)(fa)(fa)。制修訂地方大氣污(wu)(wu)染物排(pai)放、取用水(shui)定(ding)額標(biao)(biao)(biao)準(zhun)(zhun)。研(yan)究(jiu)制定(ding)下一階段(duan)輕型(xing)車、重(zhong)型(xing)車排(pai)放標(biao)(biao)(biao)準(zhun)(zhun)和(he)油品質量(liang)標(biao)(biao)(biao)準(zhun)(zhun)。(牽頭單位:省(sheng)發展改革委、省(sheng)生態(tai)環(huan)(huan)境(jing)(jing)廳、省(sheng)水(shui)務廳;配(pei)合單位:省(sheng)農(nong)(nong)業農(nong)(nong)村廳、省(sheng)市場監管(guan)局等)

(六)完善經濟政策。

1.加大(da)節(jie)能(neng)減排(pai)財稅支持力(li)度。省、市縣、區各(ge)級財政(zheng)統籌安排(pai)節(jie)能(neng)減排(pai)領域資(zi)金(jin),落實(shi)《海南(nan)省人民(min)政(zheng)府(fu)辦公廳(ting)(ting)(ting)關于(yu)印發(fa)海南(nan)省促(cu)進經濟高(gao)質量發(fa)展若(ruo)干財政(zheng)措施(shi)的通知》(瓊府(fu)辦〔2021〕65號),支持節(jie)能(neng)降耗(hao)、提(ti)高(gao)資(zi)源(yuan)(yuan)(yuan)綜合利用和減少污染(ran)排(pai)放等(deng)有關工(gong)作。加大(da)政(zheng)府(fu)綠色(se)采購(gou)力(li)度。落實(shi)支持環境(jing)保護(hu)、節(jie)能(neng)節(jie)水(shui)、資(zi)源(yuan)(yuan)(yuan)綜合利用、新能(neng)源(yuan)(yuan)(yuan)和清潔能(neng)源(yuan)(yuan)(yuan)車船、合同(tong)能(neng)源(yuan)(yuan)(yuan)管理(li)(li)等(deng)稅收(shou)優惠政(zheng)策(ce)。健全城鎮污水(shui)處(chu)理(li)(li)費(fei)征收(shou)標準動態調整機制(zhi),落實(shi)農村生活污水(shui)處(chu)理(li)(li)設施(shi)運行維護(hu)管理(li)(li)制(zhi)度,探索建(jian)立受益農戶污水(shui)處(chu)理(li)(li)付(fu)費(fei)機制(zhi)。(省財政(zheng)廳(ting)(ting)(ting)、省稅務(wu)局、省發(fa)展改革委、省工(gong)業(ye)和信(xin)息(xi)化廳(ting)(ting)(ting)、省水(shui)務(wu)廳(ting)(ting)(ting)、省生態環境(jing)廳(ting)(ting)(ting)等(deng)按職責分(fen)工(gong)負責)

2.推(tui)進(jin)綠(lv)(lv)色(se)金融(rong)(rong)改(gai)革(ge)。深入(ru)貫徹落實《海南省人民政(zheng)府(fu)辦公廳關于印發(fa)進(jin)一(yi)步完善(shan)海南綠(lv)(lv)色(se)金融(rong)(rong)政(zheng)策框架和(he)(he)(he)推(tui)進(jin)措(cuo)施的(de)(de)通知》(瓊府(fu)辦函〔2022〕283號)要求,加(jia)快(kuai)綠(lv)(lv)色(se)金融(rong)(rong)發(fa)展(zhan),進(jin)一(yi)步完善(shan)綠(lv)(lv)色(se)金融(rong)(rong)標準體系和(he)(he)(he)激勵約束機制(zhi)等政(zheng)策框架。推(tui)進(jin)各項綠(lv)(lv)色(se)金融(rong)(rong)措(cuo)施,大力發(fa)展(zhan)綠(lv)(lv)色(se)信貸(dai)和(he)(he)(he)綠(lv)(lv)色(se)保險,用好碳減排支(zhi)(zhi)持(chi)工具和(he)(he)(he)支(zhi)(zhi)持(chi)煤炭清潔高(gao)效利用專(zhuan)項再(zai)貸(dai)款(kuan),支(zhi)(zhi)持(chi)重點行(xing)業(ye)領域節能。鼓勵有條件(jian)的(de)(de)市縣探(tan)索建立綠(lv)(lv)色(se)貸(dai)款(kuan)財政(zheng)貼(tie)息、獎補(bu)、風險補(bu)償、信用擔保等配套支(zhi)(zhi)持(chi)政(zheng)策。支(zhi)(zhi)持(chi)綠(lv)(lv)色(se)資(zi)(zi)(zi)產證券化(hua),鼓勵社會資(zi)(zi)(zi)本設(she)立各類綠(lv)(lv)色(se)發(fa)展(zhan)產業(ye)基(ji)金。支(zhi)(zhi)持(chi)綠(lv)(lv)色(se)債券發(fa)展(zhan),積極培育綠(lv)(lv)色(se)環保企業(ye),支(zhi)(zhi)持(chi)符合條件(jian)的(de)(de)企業(ye)上市融(rong)(rong)資(zi)(zi)(zi)和(he)(he)(he)再(zai)融(rong)(rong)資(zi)(zi)(zi)。(牽頭單位(wei):人民銀行(xing)海口(kou)中心支(zhi)(zhi)行(xing)、省地方(fang)金融(rong)(rong)監(jian)管局;配合單位(wei):銀保監(jian)會海南監(jian)管局、證監(jian)會海南監(jian)管局、省財政(zheng)廳、省發(fa)展(zhan)改(gai)革(ge)委等)

3.完善(shan)綠色電(dian)(dian)價(jia)(jia)政(zheng)(zheng)策(ce)。強化電(dian)(dian)價(jia)(jia)政(zheng)(zheng)策(ce)與節能(neng)降耗政(zheng)(zheng)策(ce)協同,健全居民階梯電(dian)(dian)價(jia)(jia)制(zhi)度和分時電(dian)(dian)價(jia)(jia)制(zhi)度,繼(ji)續實(shi)行(xing)我省差(cha)別電(dian)(dian)價(jia)(jia)和懲(cheng)罰性(xing)電(dian)(dian)價(jia)(jia)政(zheng)(zheng)策(ce),落(luo)實(shi)落(luo)后“兩(liang)高”企業的電(dian)(dian)價(jia)(jia)上浮政(zheng)(zheng)策(ce)。(牽頭單位:省發展改革委;配合(he)單位:省工(gong)業和信息化廳,海南電(dian)(dian)網公司(si)等相關企業)

(七)完善市場化機制。

探(tan)索節能量有償收儲(chu)和(he)(he)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)化(hua)交(jiao)易機制,推(tui)廣綠色電(dian)(dian)力證書交(jiao)易。探(tan)索西南(nan)(nan)水(shui)電(dian)(dian)參與(yu)海南(nan)(nan)電(dian)(dian)力市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)化(hua)交(jiao)易。完(wan)善(shan)《海南(nan)(nan)電(dian)(dian)力現(xian)(xian)貨市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)交(jiao)易規則》,推(tui)進我省(sheng)(sheng)(sheng)電(dian)(dian)力現(xian)(xian)貨市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)化(hua)建設,建立(li)與(yu)南(nan)(nan)方(fang)(fang)區域(yu)電(dian)(dian)力市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)相(xiang)銜(xian)接(jie)的(de)現(xian)(xian)貨市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)。完(wan)善(shan)電(dian)(dian)力需(xu)求(qiu)側管(guan)理(li)(li)。建立(li)完(wan)善(shan)電(dian)(dian)力調峰(feng)輔助(zhu)服(fu)務市(shi)(shi)(shi)(shi)(shi)場(chang)(chang),探(tan)索基于價(jia)格激勵(li)的(de)電(dian)(dian)力需(xu)求(qiu)側響應(ying)。鼓勵(li)用(yong)(yong)戶(hu)將年度檢修(xiu)或停(ting)產(chan)(chan)時(shi)間主(zhu)動(dong)轉移(yi)至用(yong)(yong)電(dian)(dian)高峰(feng)時(shi)段,以及在(zai)(zai)負(fu)荷低(di)谷、可再生(sheng)資源高發(fa)時(shi)間主(zhu)動(dong)投入(ru)負(fu)荷。到2025年,電(dian)(dian)力需(xu)求(qiu)側響應(ying)力爭達到全(quan)(quan)社(she)會最大電(dian)(dian)荷的(de)3%。鼓勵(li)市(shi)(shi)(shi)(shi)(shi)縣政府加大對(dui)合同能源管(guan)理(li)(li)的(de)支持力度,在(zai)(zai)工業(ye)(ye)、建筑、交(jiao)通、公共機構等(deng)行(xing)業(ye)(ye)領(ling)域(yu)積極推(tui)廣節能咨詢、診斷、設計、融資、改造、托管(guan)等(deng)“一站(zhan)式(shi)”綜合服(fu)務模(mo)式(shi)。建立(li)健(jian)全(quan)(quan)以“準許成本(ben)+合理(li)(li)收益”為核(he)心的(de)約束與(yu)激勵(li)相(xiang)結合的(de)定價(jia)制度。健(jian)全(quan)(quan)統一的(de)綠色產(chan)(chan)品標(biao)準、認(ren)證、標(biao)識體(ti)系,在(zai)(zai)重點(dian)用(yong)(yong)能單位(wei)全(quan)(quan)面推(tui)行(xing)能效對(dui)標(biao),持續推(tui)行(xing)節能環(huan)(huan)(huan)(huan)保產(chan)(chan)品認(ren)證與(yu)開展“能效領(ling)跑者(zhe)”行(xing)動(dong)。開放環(huan)(huan)(huan)(huan)境(jing)(jing)治(zhi)(zhi)理(li)(li)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang),平等(deng)對(dui)待各類市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)主(zhu)體(ti),規范市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)秩序,健(jian)全(quan)(quan)環(huan)(huan)(huan)(huan)境(jing)(jing)監(jian)測機構質量控制管(guan)理(li)(li)體(ti)系,探(tan)索環(huan)(huan)(huan)(huan)境(jing)(jing)治(zhi)(zhi)理(li)(li)企(qi)業(ye)(ye)分(fen)級評估評價(jia)機制。創新環(huan)(huan)(huan)(huan)境(jing)(jing)污染治(zhi)(zhi)理(li)(li)模(mo)式(shi),推(tui)進工業(ye)(ye)園(yuan)區環(huan)(huan)(huan)(huan)境(jing)(jing)污染第三方(fang)(fang)治(zhi)(zhi)理(li)(li),生(sheng)態環(huan)(huan)(huan)(huan)境(jing)(jing)導向(xiang)的(de)開發(fa)(EOD)模(mo)式(shi)試點(dian)。(國家能源局(ju)南(nan)(nan)方(fang)(fang)監(jian)管(guan)局(ju)海南(nan)(nan)業(ye)(ye)務辦(ban)、省(sheng)(sheng)(sheng)發(fa)展改革(ge)委、省(sheng)(sheng)(sheng)工業(ye)(ye)和(he)(he)信息化(hua)廳、省(sheng)(sheng)(sheng)生(sheng)態環(huan)(huan)(huan)(huan)境(jing)(jing)廳、省(sheng)(sheng)(sheng)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)監(jian)管(guan)局(ju)、省(sheng)(sheng)(sheng)財政廳、省(sheng)(sheng)(sheng)機關事(shi)務管(guan)理(li)(li)局(ju)等(deng)按(an)職責(ze)分(fen)工負(fu)責(ze))

(八)加強統計監測能力建設。

嚴格(ge)實施重(zhong)點(dian)(dian)用(yong)能(neng)(neng)單(dan)位(wei)(wei)(wei)能(neng)(neng)源(yuan)利用(yong)狀況報告制度,健全能(neng)(neng)源(yuan)計(ji)(ji)量(liang)體系(xi)(xi),加強重(zhong)點(dian)(dian)用(yong)能(neng)(neng)單(dan)位(wei)(wei)(wei)能(neng)(neng)耗在(zai)線監(jian)測(ce)(ce)系(xi)(xi)統(tong)(tong)建設和(he)(he)(he)應用(yong)。完善能(neng)(neng)源(yuan)消費(fei)統(tong)(tong)計(ji)(ji)制度和(he)(he)(he)指(zhi)標體系(xi)(xi),探(tan)索(suo)建立(li)城市基礎設施能(neng)(neng)源(yuan)消費(fei)統(tong)(tong)計(ji)(ji)制度。推進排污許可證自行監(jian)測(ce)(ce)監(jian)管,加強對開展(zhan)自行監(jian)測(ce)(ce)的排污單(dan)位(wei)(wei)(wei)和(he)(he)(he)生態(tai)(tai)環(huan)境(jing)監(jian)測(ce)(ce)機構的監(jian)督管理。探(tan)索(suo)排污單(dan)位(wei)(wei)(wei)用(yong)能(neng)(neng)監(jian)控與污染(ran)(ran)排放監(jian)測(ce)(ce)一(yi)體化(hua)(hua)應用(yong)試點(dian)(dian)建設。完善污染(ran)(ran)源(yuan)自動(dong)監(jian)測(ce)(ce)系(xi)(xi)統(tong)(tong)和(he)(he)(he)污染(ran)(ran)源(yuan)監(jian)測(ce)(ce)數(shu)據管理與信(xin)息共享(xiang)平臺(tai)。優化(hua)(hua)污染(ran)(ran)源(yuan)統(tong)(tong)計(ji)(ji)調查方式,通過銜接污染(ran)(ran)源(yuan)自動(dong)監(jian)測(ce)(ce)數(shu)據、排污單(dan)位(wei)(wei)(wei)自行監(jian)測(ce)(ce)數(shu)據等(deng)實現污染(ran)(ran)源(yuan)統(tong)(tong)計(ji)(ji)“日常化(hua)(hua)”數(shu)據采集。加強工(gong)業園區污染(ran)(ran)源(yuan)監(jian)測(ce)(ce)預警試點(dian)(dian)建設。(牽頭單(dan)位(wei)(wei)(wei):省發展(zhan)改革委、省生態(tai)(tai)環(huan)境(jing)廳(ting)、省統(tong)(tong)計(ji)(ji)局;配合單(dan)位(wei)(wei)(wei):省工(gong)業和(he)(he)(he)信(xin)息化(hua)(hua)廳(ting)、省農業農村(cun)廳(ting)、省住房城鄉建設廳(ting)、省交通運輸(shu)廳(ting)等(deng))

(九)壯大減排人才隊伍。

健全省(sheng)(sheng)、市(shi)縣(xian)、重(zhong)(zhong)點園區三(san)級節能監(jian)察(cha)體系(xi)。重(zhong)(zhong)點用能單(dan)位(wei)按要求設置能源(yuan)管理(li)崗(gang)位(wei)和負(fu)(fu)責(ze)人,推(tui)動建(jian)立(li)能源(yuan)管理(li)師制(zhi)度。加(jia)強街鎮基層(ceng)生態(tai)環境(jing)(jing)監(jian)管隊伍建(jian)設,重(zhong)(zhong)點排污單(dan)位(wei)設置專職環保人員(yuan)。加(jia)大政府有關部門、企業(ye)(ye)(ye)等節能減排工作人員(yuan)培(pei)訓力度。建(jian)立(li)與省(sheng)(sheng)級有關執(zhi)法隊伍協作執(zhi)法機(ji)制(zhi)。實施專業(ye)(ye)(ye)技術人才(cai)(cai)(cai)知(zhi)識更新(xin)工程,圍繞減排相關領域,培(pei)養和引進高層(ceng)次、急需緊缺和骨干專業(ye)(ye)(ye)技術人才(cai)(cai)(cai)。探索開發(fa)節能環保領域新(xin)職業(ye)(ye)(ye),組織制(zhi)定相應職業(ye)(ye)(ye)標準。(省(sheng)(sheng)委人才(cai)(cai)(cai)發(fa)展局、省(sheng)(sheng)發(fa)展改革委、省(sheng)(sheng)生態(tai)環境(jing)(jing)廳、省(sheng)(sheng)人力資(zi)源(yuan)社會(hui)保障廳按職責(ze)分工負(fu)(fu)責(ze))

五、強化工作落實

(一)加強組織領導。

各(ge)市縣政(zheng)府要(yao)對(dui)本行政(zheng)區域節能工作負(fu)(fu)(fu)總責,主要(yao)負(fu)(fu)(fu)責同志是第一責任(ren)人,堅持系(xi)統(tong)觀念(nian),明(ming)確目(mu)標(biao)(biao)(biao)責任(ren),制定實施方案,精準發(fa)(fa)力,全程嚴(yan)控,確保完成(cheng)“十四五”節能減(jian)排(pai)各(ge)項任(ren)務。將節能目(mu)標(biao)(biao)(biao)與(yu)國民(min)經(jing)濟(ji)和社(she)會(hui)發(fa)(fa)展五年規劃及年度計(ji)劃充分銜接,明(ming)確各(ge)部門責任(ren)。省發(fa)(fa)展改(gai)革(ge)委負(fu)(fu)(fu)責統(tong)籌協(xie)調(diao),做好工作指導,重大情況(kuang)及時向省政(zheng)府報告,對(dui)接國家部委爭取更(geng)多(duo)節能政(zheng)策(ce)支(zhi)持。國有(you)企業(ye)要(yao)帶頭落實節能減(jian)排(pai)目(mu)標(biao)(biao)(biao)責任(ren),鼓勵(li)實行更(geng)嚴(yan)格(ge)的目(mu)標(biao)(biao)(biao)管理。(牽頭單位:省發(fa)(fa)展改(gai)革(ge)委;配合單位:省各(ge)有(you)關部門)

(二)強化監督考核。

完(wan)善“十(shi)四五”市縣(xian)政(zheng)府節能(neng)和減排目(mu)標(biao)責(ze)任評(ping)價(jia)考(kao)核機制,加強正向激勵和督促指導。依照有關規定將(jiang)節能(neng)目(mu)標(biao)責(ze)任評(ping)價(jia)考(kao)核結果(guo)納入“十(shi)四五”時期末市縣(xian)高(gao)質量(liang)發展(zhan)綜合(he)考(kao)核,優化能(neng)耗雙控考(kao)核;將(jiang)總量(liang)減排目(mu)標(biao)任務完(wan)成情況納入海南省(sheng)(sheng)市縣(xian)污染(ran)防治攻堅戰成效考(kao)核。考(kao)核結果(guo)經(jing)省(sheng)(sheng)政(zheng)府審定后,交由干部(bu)(bu)主管部(bu)(bu)門作為對(dui)市縣(xian)政(zheng)府領導班子和領導干部(bu)(bu)綜合(he)考(kao)核評(ping)價(jia)的重要(yao)依據。(牽頭單位:省(sheng)(sheng)發展(zhan)改革委(wei);配合(he)單位:省(sheng)(sheng)工業和信(xin)息(xi)化廳、省(sheng)(sheng)生態環境廳、省(sheng)(sheng)統計局、省(sheng)(sheng)委(wei)組織部(bu)(bu)等)

(三)開展全民行動。

深入開(kai)展(zhan)綠色(se)生(sheng)活創(chuang)建行動(dong)(dong),倡導簡(jian)約適度綠色(se)低碳的生(sheng)活方式(shi),堅決抵制和(he)反對各(ge)種形式(shi)的奢(she)侈浪費。組織開(kai)展(zhan)全(quan)國節(jie)能宣(xuan)傳(chuan)(chuan)周、低碳日等主(zhu)題宣(xuan)傳(chuan)(chuan)活動(dong)(dong),廣泛宣(xuan)傳(chuan)(chuan)節(jie)能減(jian)排法(fa)規、標準和(he)知識。推(tui)動(dong)(dong)重點行業領域節(jie)能減(jian)排技術創(chuang)新、科技成(cheng)果轉化(hua),征集推(tui)廣適用(yong)的減(jian)排技術。擴大政(zheng)府綠色(se)采購覆(fu)蓋范圍(wei)。充(chong)分發揮輿論(lun)監(jian)督(du)作(zuo)用(yong),暢通(tong)群眾參與生(sheng)態(tai)環(huan)境監(jian)督(du)渠道。開(kai)展(zhan)減(jian)排自愿承諾(nuo),引導市(shi)場主(zhu)體、社(she)會(hui)公(gong)眾自覺履(lv)行減(jian)排責任。(省(sheng)(sheng)(sheng)委宣(xuan)傳(chuan)(chuan)部(bu)、省(sheng)(sheng)(sheng)發展(zhan)改(gai)革委、省(sheng)(sheng)(sheng)生(sheng)態(tai)環(huan)境廳、省(sheng)(sheng)(sheng)市(shi)場監(jian)管局(ju)分別牽(qian)頭,省(sheng)(sheng)(sheng)工業和(he)信息(xi)化(hua)廳、省(sheng)(sheng)(sheng)商務廳、省(sheng)(sheng)(sheng)科技廳、省(sheng)(sheng)(sheng)教育廳、省(sheng)(sheng)(sheng)住房城鄉建設廳、省(sheng)(sheng)(sheng)機關事務管理局(ju)、省(sheng)(sheng)(sheng)婦(fu)聯等按(an)職責分工負責)
